What Is An Administrator?
In terms of the STSMA, an Administrator is appointed by the Community Schemes Ombud Service (CSOS) or a court to take over the powers and functions of the trustees of a Body Corporate—usually in cases of mismanagement, deadlock, non-compliance, or financial crisis. The Administrator is legally obligated to act in the best interests of the scheme and its members.
This is not just a management role—it is a statutory fiduciary duty governed by strict legal frameworks and oversight. At Rozewood, we honour that responsibility with integrity, transparency, and diligence.
Our Role As Administrator
As experienced sectional title professionals, Rozewood brings structure, compliance, and stability to distressed schemes. Our team is well-versed in the intricacies of the STSMA and CSOS processes and provides a hands-on, solutions-driven approach. We focus on:
Restoring financial discipline
Implementing proper budgeting, collecting arrears, and stabilising cash flow.
Legal compliance
Ensuring the scheme operates within the framework of the STSMA, the Rules, and applicable legislation.
Transparent governance
Acting as the sole fiduciary, we provide regular reporting to stakeholders, including CSOS, members, and creditors.
Conflict resolution
Bridging divides and resolving long-standing disputes between owners, trustees, and service providers.
Rebuilding trust and structure
Preparing the scheme for a return to normalcy with competent trustees in future.
